- The utilities say their plan is designed to address the "unfair and growing inequity" in state policy that has resulted in customers without solar systems paying about $3 billion more annually in their electricity bills to subsidize existing rooftop customers. (Bloomberg) -- California's three big investor-owned utilities proposed changes to the state's rooftop solar program that would lead to new connection charges and lower compensation for customers who install panels on their homes. "Solar customers do not pay their full share for use of the grid that they rely on or for state-mandated, public policy programs that support energy efficiency or lower-income customers", the utilities said in a statement.
