- Focuses on the deteriorating conditions of the U.S. Works Progress Administration (WPA), an employment relief program started under the direction of administrator Harry L. Hopkins and with U.S. President Franklin D. Roosevelt's vision of providing a job to one person in every family on relief. Reasons for the failure of WPA; Charges made by WPA workers in New York City on the treatment received by them; Recommendations by the American Association of Social Workers concerning the issue; Disintegration of the Emergency Relief Administration; Increase in the proportion of the jobless who are seeking relief; Reduction in relief expenditures by Roosevelt for political reasons.
