B The pandemic derails talks, while there are concerns that Europe is driving the agenda. b Closer agreement on development assistance and its goals between the European Union (EU) and Africa was one of the first foreign policy initiatives to come out of President Ursula von der Leyen's European Commission. An EU-AU summit had been planned for October to forge a new agreement on trade and climate policy, but was cancelled because of Covid-19. Josep Borrell, the EU's High Representative for Foreign Affairs, wants a subsequent EU and AU ministerial meeting, due to be hosted by B Rwanda b , to take place by March 2021.
