Abstract

The Government of Malaysia has issued the National Women's Policy (NWP) which was first formulated in 1989 and is still in continuation to the year 2020. Among the goals of the NWP, is the equal partnership between women and men in acquiring and controlling resources or opportunities in participation and enjoying development benefits. This is an excellent opportunity to enhance women participation in all economic sectors in developing Malaysia. This paper attempts to draw the coherence of this effort with the principles of al Siyāsah al Syar<superscript>c</superscript>iyyah which calls for good governance, collective participation, and actions based on the contemporary needs of human beings. This paper also highlights a case study on the Islamic banking sector, by examining women’s appointment on the board of directors and Shariah Committee board as part of participation of women in the decision-making process in the sector. Data is taken from the annual reports of 16 Islamic banking institutions listed by Bank Negara Malaysia from the year 2012 to 2018. Whilst Malaysia's expertise in the Islamic banking sector is internationally recognized and referred to, this study reveals the minimal achievement of female participation in decision-making process throughout the selected years of study, below the required target of 30%. The outcome of this paper suggests a more participative role of women in the sector and the potentials in their intellectual and leadership capacity to contribute in the sector. This will be in line with the general spirit of Siyasah Syari’yyah for good governance, inclusivity and future sustainability development. [ABSTRACT FROM AUTHOR]
