- Also, there are some themes that emerge that are important for those doing research on the history of money, and which have implications for current policy debates about the role of money and monetary policy in the present day. Hudson then discusses two ideologies with regard to the origins of money: the State Theory of money and the Barter Theory. Robert Hetzel offers an informed and comprehensive analytical narrative based on the continuous interaction between the monetary rules followed by Fed policymakers, the nature and properties of the monetary regime in force, and the consequences of Fed's policy.
