Abstract

From the present heavy criticism of social welfare services, it is evident that the system requires change. Today, the basic unit of service delivery is the community-sponsored social agency. The author thinks it obstructs social workers from adequately serving their clients because they must adhere to agency policy and practices that, may times, conflict with the profession's ideals and Code of Ethics. In this paper, the author proposes a new model-the private entrepreneurial model-and suggests how it may be implemented to serve social workers and their clients more fully. [ABSTRACT FROM AUTHOR]
