Abstract

This article tries to illustrate some of the impact of Manpower Services Commission on the organization and management of education, the design of learning programs, the style of teaching and learning approaches, the process of recording and assessing learning experiences, and strategies for monitoring and evaluating educational programs. It makes reference to various adult programs but its main focus is on the education of 14-48 year olds. The terms "education" and "training" are interchangeable. By the time the Commission's Youth Task Group reported in April 1982', it was able to make explicit certain lessons which had been learned through the previous MSC schemes.
