Abstract

London government is approaching political and financial breakdown according to an occasional paper from the Audit Commission published in January 1987. Entitled "The Management of London's authorities: preventing the breakdown of services", the paper catalogued a range of financial problems and political failures which, it was argued, would have serious consequences unless tackled. In pointing to the crisis within London, the Commission was undoubtedly trying to come to terms with the financial consequences of a range of social and political pressures which have combined to turn London government into such a widely-recognised issue. Abolition of the Greater London Council was the least of these pressures.
