Abstract
- Growing interest in group care for children highlights the fact that present theory consists of a patchwork of theoretical remnants, practice models, and traditional values. This article presents a historical analysis of the development of group care in the United States-and this society's ambivalent attitudes toward its children - from which are derived guidelines for planning and implications for further research.
