Abstract

This article focuses on internal political disturbance of Chile. The dispute between the President of Chile José M. Balmaceda and Congress is a very interesting study in government for foreign observers. Here in the United States, and in England, it seems now to be a settled maxim of party government, accepted by all parties, that no matter what differences may prevail between the Executive and the Legislature, the appropriations necessary to keep the existing machinery of administration in motion shall always be made, that is, that expenses of the army, navy, and civil service for one year at least shall be voted.
