This is why the role of World Bank staff in supervising the implementation and compliance with the environmental covenants is crucial to the success of avoiding or mitigating environmental impacts and assisting borrower countries to comply with their obligations under agreements with the World Bank. The World Bank is made up of member countries which have agreed to the Bank's Articles of Agreement7 and the Bank's by-laws which pre- scribe specific financing purposes for the World Bank.
