Abstract

The article presents information about the U.S. government's policy of proposed loan to China. The present policy of approval of a proposed loan of possibly $50,000,000 to China by an American banking group is under question. The Democratic Administration, early in 1913, declined to support the U.S. participation in the projected "Six-Power Loan" to the Chinese Republic. U.S. President Woodrow Wilson's statement on that occasion, setting forth his belief that terms of the loan "touch very nearly the administrative independence of China," was one of the first state papers from which one could judge the President's attitude towards foreign nations.
