Abstract
- The article throws light on the creation of army of liberals. To a considerable degree the War Department's concern for the men under it has extended even to military prisoners and conscientious objectors. Early in the war Secretary assured certain inquirers that he would use the entire weight of his office to avoid those brutalities which have stained the British record in dealing with conscientious objectors. As a result of a complaint to the War Department, these three men were transferred to the main disciplinary barracks at Fort Leavenworth, where conditions in the cells are much better.
