Abstract
- Among the transactions of the Illinois State Historical Society of the year 1908 was a narrative of a movement initiated by Thomas Jefferson in 1784 to prevent the introduction of slavery in the Northwestern Territory. The narrative was presented in a paper read by Joseph B. Lemen, of' O'Fallon, Illinois and was included in the published volume of that year. Jefferson had failed by one vote in the Congress of 1784 to pass an ordinance excluding slavery from all of the unoccupied territory of the U.S., both north and south of the Ohio River.
