Abstract

The article throws light on the German peace proposals which are compelling statesmen everywhere to reexamine their positions. When the war is over, countries shall be facing what is practically the reconstruction of the whole world, but no nation will be profoundly affected by the inevitable readjustment. Every subject people and every nationalistic group seeking self-expression will appear before the peace conference asking for independence or self-government. In. such an overwhelming embarrassment of questions, issues and problems, it would seen as if there were one safe course for commentator or statesman, and that is to fall back upon certain broad general principles.
