Abstract

This article presents secret cipher telegrams, said to have been found in the files of the Russian Foreign Office in Moscow, Soviet Union were published in August 6, 1921, shortly after the return of the delegates of the French Communist Party from the Congress of the Third International in Moscow. The Paris paper referred to, the Temps, is still regarded as the most authoritative of French papers on questions of international politics, and its editorial expressions are usually described as "semi-official," and are supposed to be "inspired" by the French Foreign Office, rarely assuming a position contrary to that taken by the Government.
