Abstract

This article focuses on the address which was delivered in the Council of State of India on March 5, 1925 by B. Sarvadhikary, a member of the Liberal Party, who is opposed to the policies of the Swarajists and favors collaboration with the government. Sarvadhikary said, India is passing through an industrial revolution over large areas, and the commission report of 1895 hardly deals at all with the new drug evils that have arisen through the increased consumption of opium in industrial centers. The evidence given before the Royal Commission in 1894-1895 appears to have been incomplete concerning certain parts of India about which we have now much more up-to-date information.
