Abstract

It will not yet be forgotten that for eight weeks and two days was the voice of the American press raised to mingle with the American official voice in crying hosannas for diplomatic victory. Each day was proclaimed yet a new and more unparalleled success to be added to the other new and unparalleled successes of the Genoa Conference on disarmament in Genoa, Italy. Each day was China liberated anew and the peace of the Far East yet again made secure. Thus again the British delegation forestalls American action before America has even spoken its intention; it again declares itself and again publicly arrays itself, if not with Japan then at least as neutral, that being adequate notification to Japan that it need not recede by a step.
