Abstract

The masses everywhere are sadly in need of social and economic justice. Society owes a duty to the "underdog" and its obligations in this respect are constantly becoming more apparent. One of the signs of unrest is the rapidly growing movement for a "square deal" in the courts and in this connection the office of Public Defender has been persistently urged. Throughout the United States and England, the demand for elemental justice is developing with an ever-increasing force. The proper defense of indigent persons accused of crime is a necessary counterpart of public prosecution. The state should shield the innocent as well as punish the guilty.
