"Peace and Order" in China.

This article discusses the book "Problems of the Pacific, 1933. Proceedings of the Fifth Conference of the Institute of Pacific Relations, Banff, 1933." There are two papers in this volume by Chinese delegates, which deserve special mention. One, by Gideon Chen, is entitled "Chinese Government [Nanking] Economic Planning and Reconstruction," the other is "The Agrarian Problem in China," by Chen Han-seng. Gideon Chen's report seems to have been one of the chief propaganda bids for foreign capitalist loans and investments in China.
