Abstract

The article discuss the judicial history of partisan gerrymandering and provides an overview of the Efficiency Gap's (EG's) mechanics and the development of Georgia's reapportionment scheme. Topics include the EG's strengths and weaknesses, factors to Georgia's current districting map, analyzes the map's constitutionality; and proposes changes to Georgia's plan, and ensures adherence to constitutional principles.
