Abstract

The article focuses on issues about transportation spending and policies in the U.S. Topics being presented include the 112th Congress wherein the House and Senate started observing an earmark ban, information about earmarks, which is a congressionally directed spending directed a significant amount of federal transportation spending prior to the ban, and the distribution of federal highway, transit, rail, and aviation funding before and after the earmark ban.
