Abstract

With the U.S. President Harry S. Truman's declaration of an American protectorate in Formosa and the use of American troops against Communists on the continent of Asia, the cold war merged into a state of undeclared war. The new phase is somewhat analogous to the 1931-39 periods, when Japan seized Manchuria and North China, while Italy and Germany knocked off some victims in Africa and Europe and Russia grabbed parts Of Poland, Finland, and Rumania in the brief twilight before the Nazi invasion.
