Abstract

This article focuses on the Vietnam war. While the year-end holidays are bringing very little interruption of the bombing and fighting in North and South Vietnam, certain undercurrents are making their way in the morass of diplomatic approaches seeking an end to the war. The full story of the ordeal of civilians in North and South Vietnam has not been told, and probably never will be known in all its horror. The civilian toll in North Vietnam is treated as a not entirely unwelcome accompaniment of the bombing. It may put additional pressure on Hanoi to come to the conference table for "productive" negotiations.
