Abstract

The article presents a survey report conducted on farmers' opinion on agricultural programs for it's development and execution in New York. The agricultural programs consisted of Agricultural Experiment Stations, Cooperative Extension Service, Production and Marketing Administration, Soil Conservation Service, Farmers' Home Administration, Rural Electrification Administration, and Federal Crop. Insurance. Master Sample of Agriculture maps were used in drawing a random sample of 750 small areas throughout the open-country portions of the 56 agricultural counties in the state. Only those farmers were interviewed who received one-half or more of their income from farming. The procedure followed in the development of the interview schedule failed to allow for sufficiently sensitive and flexible exploratory work before the basic structure of the interview was agreed upon. The interview procedure called for reactions to questions on specific programs and policies first; and only when these had been covered was the general type of question raised which made it impossible to learn about the uppermost problem in the farmer's mind.
