Abstract
- The article throws light on the current theories about international relations. Nobody is willing publicly to make any of concessions that might help reduce tension and ultimately bring about a settlement. Furthermore, it has been known that Moscow has accepted the proposal of a Big Four meeting, that was assembled in Bermuda. The only feasible solution to the cold war is secret diplomacy, which requires an agreement among the Western powers to drop German rearmament in return for solid concessions by Russia.
