Attention given to create market forces within the state education service; Challenge for the government to recall that the rights of parents qua parents are grounded in their duties of trusteeship or agency in securing children's actual or future interests; Benefit of quasi-mystical faith in the wisdom of the forces of the market to provide an adequate substitute for intelligently planned educational policy.
