Abstract

Technology has made the local government, civil service and the legal system obsolete. Much of the present wave of anxiety, disenchantment and discontent is actually directed at the present Parliamentary structure. The U.S. is moving rapidly toward a situation where the pressure for the redistribution of political power will have to be faced as a major issue. The implications for the system of Parliamentary democracy are far-reaching. The redistribution of power by decentralizing it is of great importance. But it is much more complicated than an exercise in geographical fragmentation. It means finding the right level for each decision and seeing that it can be taken at that level. It also means transferring much more power right back to the individual.
