Abstract

The article presents information on welfare imperialism in Vietnam. The Vietnamese history provides an instructive comparisons between the older empire of the French and the newer American variety. In South Vietnam one can find the future blueprint for American policies in the underdeveloped areas. For there, more than in any other place, naval, commercial and diplomatic ties to the past-so strong elsewhere-were missing. The United States began afresh in South Vietnam in 1954. The policy there was directed by men of liberal outlook who were committed to Vietnamese independence and who attempted to bring about the development of Vietnamese society guided by the concepts of economic and social development.
