Abstract

The relevance of the presented research is based on the increasing role of land resources in modern processes of sustainable spatial development of urban areas. Land regulators as world experiment shows, act as the integrated mechanism of impact on spatial development of the urbanized territory. They are the strongest system instrument of the cities active investment and construction policy implementation that puts a technique of city agglomeration land resources differentiated assessment improvement in the forefront. The full-fledged market is impossible without account and withdrawal of a land rent. Distinction at a rate of the land economic assessment taking into account a ratio of "demand" (demands for placement) and "offer" are the cornerstone of such withdrawal (existence of free grounds, the empty buildings, opportunities of release or demolition of buildings). The research is aimed at identifying and proposing efficient ways to improve the kit of tools for mass urban areas estimation on the basis of multicriteria and econometric methods. Within multicriteria decision-making methods the Analytic Hierarchy Process (AHP) for a choice of the most effective option of the land plot use is offered. The econometric model constructed on the example of Rostov-on-Don allows to define factors of inhabited lands pricing and to draw some conclusions on the city specifics. Degree of various factors importance can be also revealed. Achieving the goal of the research required the solution of such problem tasks as structural representation of the factors system and basing of the territory land resources differentiated ecological-economic assessment technique. The authors provide proofs of the applicability of empirical modeling results in the field of real-life management decisions. Novation of authors' approach, first, is in the theoretical methodological basis of heuristic need to integrate the multicriteria technique as an instrument of differentiated ecologicaleconomic land resources assessment into the city sustainable spatial development management system. Statements proposed in the paper provide the basis for administrative decisions efficiency increasing. Ranging of factors can be used when forming cluster regional land and housing policy, and also for the investment housing plan development, price of the real estate, the city land plot before its sale estimation, at mortgage lending on the real estate security, etc. The revealed importance of various factors can be useful information for construction companies at new houses construction and a city administration for transport infrastructure improvement and the most comfortable conditions of accommodation creation.
