Abstract
- The article presents the negotiations taken place between consortium of German universities, research institutes named Project DEAL and academic libraries and publishing institution Elsevier and also between LIBER (Association of European Research Libraries) and publishers. Project DEAL wants open access to all journals on a fair pricing and Elsevier is negotiating the terms. Liber has offered five points for OA (Open Access) which includes license, no price increase, and transparency.
