Civil Arrest? (Another) St. Louis Case Study in Unconstitutionality.

The authors argue that the American police practice of arresting protesters and other residents for municipal ordinance and state civil law violations, which is also known as civil arrest, is unconstitutional and unlawful under the Fourth Amendment to the U.S. Constitution.
