Abstract
- Analyzes the federal regulatory reform initiatives by United States President Jimmy Carter that have apparently affected some executives of the Environmental Protection Agency (EPA). Carter's proposal for executive agencies and independent agencies to publish analysis of major regulations; Proposed formation of an agency that would take from the President's Office of Management and Budget the control of executive regulatory agencies' demands for information from individuals, companies and local governments; Opposition by EPA assistant deputy administrator Thomas C. Jorling to Carter's initiatives; Association of Jorling to Senator Edmund S. Muskie, the author of basic environmental legislation from 1969 to 1971.
