Abstract
- The article discusses the Seventeenth Amendment to the U.S. Constitution in relation to the reasons why America's Founding Fathers chose to create a bicameral national Congress comprised of U.S. Senators who are selected during state legislative elections. Personal liberties and constituency are addressed, along with the views of the members of America's Progressive Movement. "The Federalist Papers" documents written by Alexander Hamilton, James Madison, and John Jay are also assessed.
