Abstract

The article presents information on former Vermont's Governor Howard Dean, who is a frontrunner in the 2004 Democratic presidential nominations. On his political campaign, Dean regards himself as a budget cutter. After the death of Vermont Governor Richard Snelling, he kept Snelling's budget and spending-reduction plan in place, but also extended his predecessor's temporary tax hikes. He made spending in the expansion of state health-care programs. Now, he is going to campaign on his legacy in health care. His another campaign issue would be civil unions for gays.
