Abstract: The method of chi square criterion of mathematical statistics is used and a model of fair apportioning seats is proposed. The properties of apportionment method are discussed, and the method satisfies several idealized principles. A sufficient condition is given about violating fair share principle. The experimental results show clearly that this chi square goodness of fit applies reasonable and operable widely in just allocation of resources. [ABSTRACT FROM AUTHOR]
