Argues that there will be no substantial agreement to settle the dispute between West Germany and East Germany over Berlin's political jurisdiction as of January 1962. Influence of French President Charles de Gaulle on West German Chancellor Konrad Adenauer's position on the Berlin question; Suggestion that Berlin mayor Willy Brandt's view of the city's stability has contributed to the apathy of West Germans; Claim that the West German government still fears an agreement with the Soviet Union over Berlin; Adenauer's reason for supporting a nuclear-capable North Atlantic Treaty Organization.
