Abstract
- The article reports that the U.S. Environmental Protection Agency's (EPA's) rule regarding Section 316(b) of the Clean Water Act need that state permitting directors make site-specific determinations regarding the fish protection for the intake of cooling water structures. The requirement for assessing and comparing social costs and benefits in site-level permitting decisions are novel.
