This article discusses the reflections developed over the course of three research papers undertaken in recent years with three different objects of study: social projects aimed at young people, cultural practices in urban outskirts and devices employed by the government in the city of Rio de Janeiro in the process of "pacifying" the favelas. The questions raised facilitate a problematization of how the approach to the so-called "social issue" has shifted over recent decades in Brazil. The opposition between the domain of youth and that of children and teenagers is developed in order to exemplify the changes to have occurred over recent decades in Brazil in terms of the country's approach to the so-called "social issue".
