Act 10/2012 (and its subsequent reform in March 2013) has led to the generalization of the obligation to pay the court fees for the procedural and the appeals in civil, administrative and social proceedings. The author provides a critical assessment of the content of the most controversial points of the Act, an analysis of the procedural treatment of non-payment of the fee and, finally, set out some reflections about the current situation of the Justice Administration does not justify the regulations contained in Act 10/2012.
