Abstract
- The article provides an overview the Foreign Service Act of 1924 or the Rogers Act which made the U.S. Foreign Service. Representative John Jacob Rogers introduced reform bills starting 1919 with his legislative ghostwriter Wilbur J. Carr. It states that alterations were made to the bills either when the Congress needed a new bill or when Carr and Rogers wanted to integrate improvements, but all were Foreign Service Act of 1924 precursors in spite of variations in language and context.
