Abstract
- Highlights: [•] We model non-motorist fatality rates for all 50 states from 1999 to 2009. [•] We examine regulatory influences on non-motorist fatality rates. [•] Fatalities decrease with higher state highway and traffic safety enforcement expenditures. [•] Fatalities increase with higher per capita alcohol consumption.
