Abstract
- The article focuses on the implementation of the Policy Agendas Project (PAP) in the U.S. in 1990. The adoption of the PAP coding method in various countries, including Great Britain, Israel and New Zealand, is mentioned. The measurement of policy change as well as the transparent coding scheme PAP measures is discussed.
