Abstract

Opera houses are complex organizations owing to their mission of producing and displaying dramatic works of artistic excellence. Nowadays most of those are publicly-owned, representing a major instru-ment of cultural policies. According to the New Public Management theories, these organizations should be governed just like the rest of public agencies, not only in an economic sense but also in relation to their activity, in order to establish the expected results from their performance contracts. Nevertheless, these theories do not always square with the real practice. This article focuses on the degree of compli-ance of the Liceu's performance contracts as well as the determining factors that hinder progress in the goals of public value. [ABSTRACT FROM AUTHOR]
