Suggests that the Toxic Substance and Control Act (TSCA) should be revised so that chemical manufacturers would be required to present the EPA with the available data on existing chemicals in the same way they do for new ones. Stifling of EPA's preventative role because of its task of having to prove unreasonable risk before a chemical is banned.
