Reports that the European Community rejected an offer by the United States aimed at securing better treatment for American movies in Europe, virtually insuring that the final content of a General Agreement on Tariffs and Trade (GATT) accord, likely in some form by the Wednesday deadline, will remain in doubt until the last minute.
