Abstract

The article criticizes Russian President Boris Yeltsin's move on March 20, 1993 to declare special rules regarding government reform. This led to a battle between Yeltsin and the Russian Parliament which produced nothing at all. He intensified his dialogue with the centrist Civic Union, redrafted his proposals for resolving the constitutional crisis and accepted a Congress agenda which he had initially opposed. He has defied power relationships in the government leading to alteration of the relationships. But then there is truth in the claim that Parliament represents the political forces in society because Yeltsin has had no mass movement, no power ministry and no representative institution.
