- Discusses why New York City Mayor David Dinkins' recent proposal to extend the city's public library hours has cast a dim ray of hope upon the city's ailing book-lending institutions. Consequences if Dinkins' proposal is approved by the City Council; All 205 branches of New York City's three public library systems will have extended hours; Fundraising projects being undertaken.
