Abstract

States that the British government, having offered reprieves to 21 coal mines and 23,000 miners of British Coal this w eek, must now decide what to do with the tons of coal that miners will continue to bring to the surface. The problem reflec ts not only the changing nature of international energy markets, but the jarring consequences of Britain's move to turn over its large utilities and energy producers to private ownership.
