Abstract

States that New York City Schools Chancellor Joseph A. Fernandez released budget documents showing that the city's 32 school districts spend their money in sharply different ways. Some channel far more into classroom teachers, while others spend more on security guards, supplies and administration. Fernandez hopes that by making the information available to parents he can enlist their aid in pressuring the 32 independent school boards to spend their money more effectively.
